The Council of Ministers that was to be approved in the April Decree was postponed to early May, but in the meantime we're here: the draft of the decree is circulating in these hours which will give further support to Italian families and businesses, given the prolongation of the emergency . After 50 days of lockdown in fact, millions of Italians are on the ropes and the Government, strengthened by the European aid that should arrive and will be substantial, has decided to expand the social and economic safety net.
Meanwhile, some (stacked workers) still have to get the money from March, while in the coming weeks the audience of the 600 euro bonus (which for some self-employed will rise to 1.000 euro) will expand: an emergency income arrives for three months in favor of those who are most in difficulty, the limits of the basic income are loosened, domestic workers and carers will receive compensation for the first time. But there are also stakes to restrict aid to those who really need it.
VAT NUMBER, CO.CO.CO., TOURISM AND SPORT
The self-employed, for example. They will also receive the 600 euro bonus in April, but from May the criteria change: the figure becomes 1.000 euros but only VAT numbers will receive them that demonstrate that the income of the second two-month period, i.e. March-April, will be 33% lower than in the second two months of last year. The same criterion of 33%, relating to turnover or consideration, also applies to members of the special management of the Ago, i.e. artisans, traders, direct farmers.
He will be the freelance ad self-certify everything with an application that he will have to present to INPS. Then the social security institution will communicate the identification data to the Revenue Agency for the verification of the requirements. The process will end with the last step with reversed parts, with the Revenue Agency communicating the outcome of the checks made to INPS. A thousand euros in May also for co.co.co enrolled in the Separate Management. However, they must be holders of a contract that does not go beyond 31 December or they must have terminated their employment relationship by the day the decree enters into force.
The seasonal workers of tourism and bathing establishments they will receive 600 euros for the month of April and one thousand euros for May. The bonus will also go to temporary workers "employed by user companies" operating in these sectors. For sports collaborators, the 600 euro bonus is foreseen for April.
NEW CATEGORIES INCLUDED, CITIZENSHIP INCOME AND EMERGENCY INCOME
Instead, the following categories will receive the bonus for the first time: intermittent, new seasonal (which do not belong to the tourism and spa establishments sectors), occasional, home sellers. For them, with criteria that are yet to be specified, 600 euros will arrive for the month of April and another 600 euros for the month of May.
The bonus will go also to those who receive a basic income of less than 600 euros. In this case, the bonus will be added to the citizen's income in the form of an additional allocation. The total, however, cannot exceed 600 euros. The same basic income will be more easily obtainable, at least until October. The maximum ISEE must currently be less than 9.360 euros: it will rise to 10 thousand euros.
But the big news of May is emergency income, which will be disbursed by INPS for three months starting from the month in which the application will be submitted (submission expires in July). It will go to singles and families who are having the most difficulty. It will be a contribution of 400 euros for singles, while for families it can go up to a maximum of 800 euros.
Families who can apply must be resident in Italy, have an ISEE of less than 15 euros and movable assets under 10 euros. The threshold increases by five thousand euros for each component following the first and up to a maximum of 20 thousand euros. Another criterion that must be met is that of family income: in the month preceding the request for the benefit, must be lower than the benefit threshold, i.e. under 400 euros in the case of a single person and gradually increasing based on the number of children. If there is a member who receives the 600 euro bonus, the family will not receive the emergency income.
INTEGRATION PAYMENT
The layoffs for the emergency will be extended another nine weeks, until October 31st. Employers will have to do it faster. Previously, the application had to be presented by the end of the fourth month following the one in which the suspension or reduction of working activity began. With the new round, however, by the end of the month in which the period begins.
COLFS AND CARERS
In March, domestic workers had not been included in the aid. Those who have one or more contracts with more than 20 hours a week will receive 600 euros for the month of April and another 600 for that of May. Those who are below the threshold of 20 hours per week will receive the allowance, but it will be equal to 400 euros. To receive the allowance, two requirements must be met: not living with the employer and a "proven reduction" in working hours of at least 25 percent.
Support is incompatible with emergency income and with unemployment benefit, while those on a low basic income can have it, reaching a maximum of 600 euros by adding the two supports. The applications will be presented to the patronages and INPS will then pay the amount due in a single solution.
PARENTAL LEAVE AND BABY SITTER VOUCHER
They arrive another fifteen days of leave for working parents who have children up to 12 years old. Leave is always paid at 50% of salary. Without pay for children up to 16 years.
For April and May there will be a new 1.200 euro babysitter voucher, which can also be spent on summer camps, "territorial socio-educational services" and "supplementary or innovative services for early childhood". The 12 days of additional paid leave, foreseen by Cura Italia for March and April, will be repeated: another twelve days can be used in May and June.
A new entry is the deduction of expenses, for a maximum of 300 euros, relating to the attendance of summer camps and youth centers by children up to 16 years of age. But only for those with an income not exceeding 36 thousand euros.
