Time X has arrived. After months of waiting, from 3 November it will be possible to request the 2020 bike bonus. In reality, the incentive does not only apply to bikes (traditional or pedal assisted), but also to scooters and other micro-vehicles for individual transport and will allow those who have already purchased a vehicle ask for a refund of part of the expense carried out or who has yet to buy it to receive a voucher through which you will get a big discount on spending.

But you have to hurry and prepare well for the date of November 3rd. For two reasons: the first is that the resources made available by the Government, amounting to 210 million euros, may not be enough for everyone despite the reassurances. The second is that iThe refund will be paid based on the entry history invoices on the platform set up by the Ministry of the Environment. The sooner you insert the invoice or the talking receipt, the sooner you will receive the money. Whoever arrives later will have to queue up. This is the reason why the newspapers have been talking about "Click day" for months.

It is therefore advisable not to be found unprepared and to prepare in time everything necessary to execute the procedure envisaged by the ministry quickly and easily.

BIKE BONUS 2020: WHO OWNS IT

The bonus will be paid to those who have purchased a bike, scooter or personal transport vehicle from 4 May 2020 and until 2 November 2020 and to those who intend to buy them by 31 December 2020. 

Unlike what was originally established, the bonus will not be accessible only to citizens residing in municipalities with more than 50 inhabitants. All adults are eligible for the incentive:

  • resident or domiciled in the regional capitals (even under 50 thousand inhabitants),
  • resident or domiciled in the provincial capitals (even under 50.000 inhabitants), 
  • resident or domiciled in municipalities with a population of more than 50.000 inhabitants,
  • resident or domiciled in the municipalities of metropolitan cities (even under 50.000 inhabitants) namely Bari, Bologna, Cagliari, Catania, Florence, Genoa, Messina, Milan, Naples, Palermo, Reggio Calabria, Rome Capital, Turin and Venice. 

BIKE BONUS 2020: WHAT YOU CAN BUY

It is now conventionally called a bike bonus, but the more correct definition is mobility bonus. The incentive is in fact valid for the purchase of the following types of vehicles: 

  • traditional new or used bicycles,
  • new or used pedal assisted bicycles;
  • new or used hand bikes;
  • new or used vehicles for personal mobility with mainly electric propulsion such as scooters, hoverboards, segways;
  • shared mobility services for individual use excluding those using cars such as scooter sharing and bike sharing. 

The contribution is valid both for purchases already made in physical stores and for those made online. But be careful: because for those who do not intend to request a refund but a voucher valid for a purchase to be made after November 3, bikes and scooters can only be bought in shops affiliated with the Government.

BIKE BONUS 2020: HOW IT WORKS

In order to encourage a form of individual and sustainable mobility capable of easing the pressure on public transport, especially in the Covid-19 phase, by promoting distancing and travel on ecological vehicles, the Government has decided to provide a contribution equal to60% of the expenditure incurred and up to a maximum of 500 euros for the purchase of bicycles and electric propulsion vehicles and for the use of shared mobility services (excluding cars). 

Simply put, anyone who has purchased a pedal assisted bike at the price of 4 euros since 830 May will receive a contribution of 500 euros. If the price spent is 500 euros, you will be entitled to an incentive of 300 euros and so on. According to analysts, calculating an average expenditure of 350 euros for each citizen, with the 210 million euros available, 600 requests can be covered. 

BIKE BONUS 2020: BEWARE OF CLICK DAY

By virtue of what has just been said, it is necessary to pay close attention to the times, also because, starting from 3 November, the refunds will be disbursed based on the order of the requests received and not on the purchase history. Whoever inserts the invoice or the talking receipt on the platform first receives the contribution. So it is possible that a person who bought a scooter on October 31st will receive the credit before another who bought it on May 10th if the former has submitted the request in advance.

BIKE BONUS 2020: THE "DOCUMENTS" NECESSARY TO ASK FOR A REFUND

As mentioned, anyone who wants to get a refund must have a regular invoice or a receipt. To access the platform, it is also essential to have the SPID, the unique system for accessing the public administration's online services with digital identity. It will then be necessary to scan the purchase document and prepare the bank details to be entered to obtain the refund on your current account.

Before accessing the platform, it is therefore advisable to have everything at hand. 

BIKE BONUS 2020: HOW TO REQUEST IT

To request a refund or a voucher, you will need to access the Voucher Mobility platform of the Ministry of the Environment operational from 3 November and follow the procedure indicated on the site. "Those who have purchased a mobility good or service envisaged by the decree up to the day before the activation of the web application (from 4 May to 2 November ed.) will receive the refund with a bank transfer, those who have not yet done so will obtain a "mobility voucher" which they will deliver to the shopkeeper (from 3 November to 31 December 2020, ed.), which will then be reimbursed by the Ministry,” explains the ministry.

As indicated by the Ministry of the Environment, the reimbursement should be paid within 15 days from the date of presentation of the request.
