Recruitment bonus of 6 thousand euros in the Sostegni bis decree

A hiring bonus of 6 euros a year to help those who will lose their jobs after the unblocking of layoffs, which will begin on June 30th. This, according to press rumors, is the main novelty among the latest inserted in the Sostegni bis decree, expected in the Council of Ministers between today and tomorrow.

In detail, it would be a subordinate contract of re-employment incentivized by the State with the zeroing of social security contributions for six months (excluding those due to Inail for accident insurance).

The activation of this type of contract will be possible until 31 October 2021, but before signing it, employer and employee will have to agree on an individual placement project. The duration of the project will be six months, at the end of which the parties will be able to conclude the relationship or go on with a normal permanent contract. However, if during or at the end of the six months the employer fires the employee (or another worker from the same production unit and with the same level of classification), the bonus will be revoked and the company will have to pay the unpaid contributions in full .

The new hiring bonus can be combined with the other reliefs already provided to promote employment (bonus Southwomen and young people). However, the agricultural sector and domestic work are excluded from the measure, as well as all employers who, in the six months before being hired, made individual dismissals for justified reasons or collectively in the same production unit.

NOT ONLY RECRUITMENT BONUS: OTHER MEASURES FOR WORK

Overall, the Sostegni bis decree is worth around 40 billion euros divided into various expenditure items: work (5-6 billion), refreshments, healthcare and school.

On the employment side, in addition to the hiring bonus, the government also intervenes by changing the rules for the expansion contract, which can also be activated by medium-sized enterprises with at least 100 employees. This form of contract allows for early retirement of workers with a maximum advance of 5 years with respect to the accrual of the requirements for early retirement or old age.

As for the solidarity agreement, granted to companies that have suffered a drop in revenues of at least 30%, the minimum wage to be guaranteed to employees will rise from 60 to 70%, without prejudice to the commitment to maintain employment levels made by the company with the signing of the collective agreement.

News also for the redundancy fund for termination, which will be extended by another six months due to crises aggravated by the pandemic. The goal is to give entrepreneurs more time to complete takeover plans for new properties.

An extension could also come for the emergency income (Dm), which will probably be renewed until the end of the summer.

A modification of the naspi: at the moment, the unemployment benefit amount starts to decrease from the fourth month, but this mechanism will be suspended until the end of 2021.

Finally, it is refinanced the one-off payment of 2.400 euros for seasonal workers (in tourism and entertainment, but also in other sectors), temporary workers, occasional self-employed workers and home sellers.
