In view of 1 April, the day on which applications are submitted, INPS provides the categories concerned with all the information necessary to access the allowance: who can do it? how to apply? What are stakes? Here's everything you need to know

They arrive INPS instructions on the 600 euro bonus for self-employed, professionals, co.co.co., seasonal, agricultural and entertainment workers that the Government has decided to grant through the Cura Italia decree to deal with the coronavirus emergency. 

With the circular no. 49 of 30 March, the National Social Security Institute provides all the information in view of the April 1st. In fact, from Wednesday it will be possible to submit applications to receive the allowance.

600 EURO BONUS: GENERAL INSTRUCTIONS

After the MEF FAQs aimed at VAT numbers and professionals, in the circular the INPS explains the access parameters envisaged by the decree, which are different for each category. However, there are rules that apply to everyone. Three in particular:

  1. the indemnity does not contribute to the formation of income,
  2. no figurative contribution is foreseen;
  3. the right to family allowance is not recognised.

The Institute points out that the indemnity is not cumulative with the other services envisaged by Cura Italia, nor with the citizen's income or with the ordinary disability allowance. The bonus will not be paid to pensioners. The 600 euros are compatible and cumulative with Dis-Coll and Naspi unemployment benefits and with:

"monetary disbursements deriving from work grants, internships and professional traineeships, as well as with prizes or subsidies for study or professional training purposes, with prizes and fees obtained for carrying out amateur sports activities and with occasional work within the limits of fees not exceeding 5.000 euros per calendar year".

600 EURO BONUS: HOW TO APPLY

The allowance for the month of March will be paid by INPS, upon request by the interested parties. The application must be submitted exclusively electronically starting from 1 April, but you will have to wait for the message that communicates the release of the service.

To do this you will have to log in to the INPS site using the following credentials:

  • PIN issued by INPS (both ordinary and device);
  • SPID level 2 or higher;
  • Electronic Identity Card 3.0 (CIE);
  • National Service Card (CNS).

Given the emergency nature of the services, citizens who intend to submit a request will also be able to access the service in "simplified mode", by entering only the first part of the INPS Pin, received via sms or e-mail immediately after the relative request.

Alternatively, the 600 euro indemnity can be requested by contacting the Integrated Contact Center on the free toll-free number 803 164 from a fixed network or on 06 164164 from a mobile network (for a fee, based on the tariff applied by the various operators). Also in this case you can access the service via the simplified Pin. 

BONUS 600 EURO: INSTRUCTIONS FOR AUTONOMOUS AND CO.CO.CO.

Based on the indications provided by INPS, for March the indemnity will be paid to freelancers with a VAT number (including participants in associated studies or simple companies with self-employment activities) active as of 23 February and to workers with coordinated and continuous collaboration relationships active on the same date and "registered exclusively in the separate management with the payment of the contribution rate equal to 2020% for the year 34,23", clarifies the circular .

Applicants must not be pensioners or registered with other mandatory forms of social security. 

For the bonus has been fixed a spending limit, equal to 2020 million euros for 203,4. 

INSTRUCTIONS FOR AUTONOMOUS ENROLLMENTS IN THE SPECIAL MANAGEMENT AGO

The bonus will also be granted to workers enrolled in special management, that means: 

  • artisans,
  • traders, 
  • direct farmers, 
  • sharecroppers and settlers. 

Professional agricultural entrepreneurs registered in the autonomous agricultural management will also be entitled to the indemnity, as well as assistants and artisans, traders and agricultural workers registered in the respective autonomous managements.   

Among the beneficiaries are also included subjects compulsorily enrolled in the management of independent traders as well as in the compulsory supplementary pension at Enasarco.

The overall expenditure ceiling, in this case, is set at 2.160 million. 

INSTRUCTIONS FOR TOURISM AND BEACH FACILITIES WORKERS

They will be entitled to the bonus too seasonal workers in tourism and spas. There are 3 conditions:

  • involuntary termination of the employment relationship between 1 January 2019 and 17 March 2020
  • workers must not be pensioners,
  • workers must not have, again on the date of March 17, any employment relationship.

Spending limit: 103,8 million euros.

AGRICULTURAL WORKERS

Green light to the 600 euro allowance also for the fixed-term agricultural workers and equivalent figures (small settlers and family members) on condition that in 2019 they carried out "at least 50 days of effective agricultural work and provided that they are not entitled to direct pension treatment". 

Spending limit: 396 million.

ENTERTAINMENT WORKERS

The last category identified by the Government is that of show business workers who will be entitled to the 600 euro bonus if in 2019 they paid at least 30 daily contributions and if they do not have an income exceeding 50 thousand euros. The aforementioned workers must not have an employment relationship as of 17 March.

Spending limit: 48,6 million.

    I am contacting you today to ask you if in your opinion I have the requisites to be able to receive the 600 euro Bonus.
    Until 15/03/2020 I was a part time employee 24 hours a week on a fixed term basis.
    Since 18/05/2020 I am a part-time employee 24 hours a week on a fixed-term basis.

    From 16/03/2020 to 17/05/2020 I was not enrolled in the compulsory pension scheme.

    I have been registered in the separate management since 01/10/2005.

    I am enrolled on 23 February 2020 in the separate management of INPS with credit of at least one monthly contribution in the aforementioned period (I have a salary of no less than 1.323 euros in 2019).

    I consider that I am eligible for the receipt of the 600 euro bonus allowance.

    I understand that the bonus is compatible and combinable with monetary payments deriving from job grants, internships and professional traineeships, as well as with prizes or subsidies for study or professional training purposes, with prizes and fees earned for carrying out amateur sports activities and with occasional work within the compensation limits of 5.000 euros per calendar year.

    Is casual work performed within the compensation limit of 5.000 euros per calendar year for the year 2019 or for the year 2020?

    Who will receive the 600 euro bonus, cannot exceed 5000 euro gross of receipts issued in the same calendar year otherwise the bonus after being given, is also requested back?
