Nothing to do on the front of bills. In the Council of Ministers, the parties have not found an agreement on the "solidarity contribution” at the expense of the richest Italians to make the increase in electricity and gas prices less heavy. The measure had been proposed by the Prime Minister, Mario Draghi, during the control room on the budget law.

In essence, the intervention consisted of a levy on income above 75 euros a year (about one million taxpayers, equal to 2,43% of the total), who would have met cancel the benefits associated with the Irpef cut (another measure envisaged by the 2020 maneuver). Therefore, it would not have been a question of a tax increase, but of a lack of reduction. In this way, public coffers would recover 248 million euro to invest to at least partially sterilize the increase in energy bills. According to the first rumors, the solidarity contribution would have been rejected by Movimento 5 Stelle, Italia Viva and Centro-destra. On the other hand, Pd and Leu are in favour.

Beyond the remodeling of Irpef, on which the political understanding has already been clear for some time, in Cdm the square is also sought on another last-minute measure: a cut in one-off contributions for 2022 to be financed with one and a half billion euros obtained from the savings of the Irpef and Irap reform. The point under discussion is the maximum income threshold within which to concentrate the contribution cut: there was talk of 35 thousand euros, but the debate continues.

Meanwhile, the 5 Star Movement announces that it has prepared the amendment to the maneuver for canceling the Isee roof to access the Superbonus on the villas: "The removal of the ISEE roof for the extension of the Superbonus to single-family members is not a whim of the 5 Star Movement but a request that comes from the local area and from all the categories involved, above all from technicians and businesses – reads a joint note from the Grillini parliamentarians – This is why we filed an amendment to the Budget bill aimed at removing this stake, which produces a discrimination between those who live in a condominium and can access the subsidy, despite perhaps a very high income, and those who live in a single-family home and instead can no longer do the work, even if the Isee income is slightly higher than the ceiling introduced by the president Mario Draghi and by minister Daniele Franco”.
