Bills and refreshments: 1,6 billion on the way for tourism, transport and schools

Single national tourism fund increased with 100 million euros, while 45,22 million will go to schools to provide Ffp2 masks free of charge. The fund for discos and dance halls and the redundancy fund discounted until March for tourism and bars rises to 30 million. Compensation but only for non-mandatory vaccines. These are the main provisions contained in the new decree law "Supports ter” (1,6 billion euros) approved by cabinet to support the activities most affected by the new anti-Covid restrictions: tourism, culture, sport, textiles and fashion, catering and events. INTERVENTIONS AGAINST EXPENSIVE BILLS

The draft bill decree to reduce the effects of price increases in the electricity sector provides for important changes: in the first quarter of 2022 thecancellation of system charges for users with a power of at least 16,5 kW, for an amount equal to 1,2 billion; energy-intensive companies, which have suffered an increase in costs of more than 30% compared to 2019, will be granted a tax credit equal to 20% of the electricity costs incurred in the first quarter of 2022. An intervention worth 540 million euros.

The zeroing of system charges will, in part, be financed by a "compensation mechanism” on the price of energy produced from renewables (from 1 February to 31 December 2022). The Energy Services Manager (Gse) will calculate the difference between the current prices and the average prices of the energy produced up to 2020 by green plants incentivized with old systems. If there are extra profits, the producers will have to pay the GSE the difference via compensation, on the contrary they will collect it if the difference is negative.

For the first time, one arrives cut to harmful subsidies for the environment. A reduction of 105,86 million euros starting from 2022. It is "recognised, in the same manner, limited to the period of the stipulated contracts and in any case up to a maximum of three months, for fixed-term employment or with seasonal employment contracts in the tourism and spa sectors". In the event of conversion of these contracts, the benefit of the contribution is foreseen. Within the limit of 40 million euros for the year 2022 from the resources of the Fund.

For the moment, the proposal to support the automotive sector has been rejected due to lack of the necessary resources.

The rental bonus for businesses in difficulty, which operate in the tourism sector for the first quarter of 2022. The cost of the measure is set at 128,1 million euros. The tax credit for the textile sector is equal to 60% of the monthly amount of the rent for non-residential buildings and business leases. The bonus is due on condition that there is a decrease in turnover or fees in the reference month of the year 2022 of at least 50% compared to the same month of the year 2019. The decree extends the use of thermal bonuses not used as of March 31, 2022.

40 million will be allocated to organizers of parties and ceremonies, restaurants and mobile catering businesses, bars and similar establishments without kitchens, swimming pool management. Activities that have suffered a reduction in turnover of at least 2021% in 40 compared to 2019 and which in 2021 have recorded a deterioration in the economic result for the year equal to or greater than the percentage defined by decree 73 of 2021.

For urgent measures to support the cultural sector there are several refinancing of funds for a total value of over 111 million. Among the various interventions, even a support of 50 million euros for 2022 for the pig sector dealing with African swine fever.

Another 400 million to refinance the Fund intended to contribute to health costs related Covid supported by the Regions and autonomous provinces. Instead, 80 million euros for the local public transport and 15 million for private bus services.

45,22 million is also on the way to provide free Ffp2 masks in schools. Until the end of February, educational institutions will be able to acquire the necessary Fpp2 in pharmacies or other authorized retailers that have adhered to the memorandum of understanding of January 4 (0,75 cents per mask).

A fund has been set up to compensate for any vaccine-related harms not mandatory. For "those who have suffered injuries or infirmities, from which a permanent impairment of psycho-physical integrity has resulted, due to the anti-Covid vaccination" reimbursements are envisaged for a total expense of 150 million euros.
