The government intervenes once again to counter the expensive bills. The cabinet approved a new tax decree, which should then flow into the budget bill. It is "a decree law for urgent financial and fiscal measures" which is worth 3,3 billion and represents a budget surplus on the current year's budget. A figure that will be invested in urgent financial and fiscal measures and which will then be supported with expenditure surpluses, of which 1,4 billion euros used to strengthen funding for national railway infrastructures; 1,85 billion will be used to purchase vaccines and anti-Covid drugs and, finally, 49 million for the police forces involved in the front line of the pandemic between checks and commitment in the field. 

The advance of these expenses frees up an equal figure on the 2022 maneuver, a part will go to the tax relief for the lowest incomes, the rest will be invested - at least it is the declared political intention - in the fund to lower the bill increases. A fund that increases to 3,8 billion euros (there are 2 billion in maneuver, to which are added 500 million from the tax treasury and another 300 according to the agreement already signed in the CDM). Declared resources - not yet allocated - which will be put on paper but which will be used in 2022 to calm the price of energy. During the CDM, the commitment to intervene on the weakest groups was reaffirmed, above all to mitigate the sharp increase in energy prices.

A hot topic that despite the parties deem it primary has blocked the "solidarity contribution” proposed by President Draghi and by Minister Franco who would have temporarily excluded incomes exceeding 75 thousand euros from the benefits of the Irpef reform to partially stem the high bills. But who has found a wall formed by Forza Italia, Lega and Italia Viva.

But the climate is still very tense, especially between the government and the trade unions. The Commission for Ensuring the Implementation of the Law on Strikes in Essential Public Services has requested a CGIL e Uil to reschedule the strike of 16 December, as it does not respect the "deductible period" envisaged for the postal services, for those of environmental hygiene and for services to the community, but also because it violates the rule of "objective rarefaction", in practice it is too close to a series of other strikes planned for individual sectors.
