For months, the political clash has been taking place between the Italian premier Mario Draghi and the forces of the right-wing government (Lega and Forza Italia) on the issue of bathing concessions. But now the time has run out to find an agreement on the much debated ddl Competition, remained at stake in the Senate committee, due to the seaside concessions, and more generally of the areas in concession on the maritime state property, and guilty of having frozen the fiscal delegation. But the stakes are even higher: they are at risk funds from the PNRR relating to the second half (20 billion euro) on which the economic resources that are allocated to our country are based. Reason why the tension within the government is skyrocketing, with Draghi having to regain the majority several times to close the famous seaside chapter by the end of the month, thanks to the call from Europe. Otherwise the Government will ask the question of trust on the initial text without the compromises already reached on other issues such as those on local services, hydroelectric and port concessions, gas distribution, medicines and Antitrust powers, the start of the preliminary investigations.

But with the agreement of the majority which took place on Tuesday 24 May, this possibility seems to have been avoided and, barring surprises at the last second, the bill will arrive in the Senate Chamber on Monday 30 May, in line with the times dictated by the premier, and "will be voted and approved on the same day", at least according to what the group leaders of Palazzo Madama say.

Bathing concessions: the Government's proposal

The mediation proposal on the liberalization of the beaches, drawn up by the Forza Italia deputy minister, Gilberto Pichetto Fratin, on behalf of the government plans to assign the beach concessions by 31 December 2023, but with the possibility for the Municipalities to postpone the procedures no later than 31 December 2024 due to "objective difficulties" or "the presence of a dispute", and until that date "the occupation of the state-owned area by the outgoing concessionaire is in any case legitimate".

Also found the compromise on indemnities to the seaside companies that do not obtain the renewal of the concession, much defended by the center-right. The incoming concessionaire will have to compensate the outgoing one according to the real value of the establishment for "the loss of goodwill connected to commercial or touristic activities". All this will exclude abusive goods.
