The technical and operational details of the new anti-spread plan being studied by the ECB 'are being developed' and the ECB's Governing Council will 'debate all these aspects in depth in the meeting scheduled in a few days'. This was stated by Joerg Asmussen, member of the Executive Committee of the ECB, in a speech in Hamburg.

The entire discussion within the ECB 'will be oriented' on the principle that any reservation on the fact that this is a government loan contrary to the Treaties is cancelled. We will only act within our mandate.' The next meeting of the ECB Council is scheduled for 6 September in Frankfurt.
