No more precarious workers in the Pa: here is the decree

The provision approved yesterday by the CDM establishes that the prevailing contract applied by the PA is open-ended - Fixed-term contracts only in temporary and exceptional situations - Letta: "Structural solution to precariousness in the PA" - Cut blue cars by 20%, reduced consultancy – An agency is born to improve the use of EU funds.

No more precarious workers in the Pa: here is the decree

Stabilize over time the approximately 150 precarious workers in the public administration and make the use of European structural funds more efficient. These are the two main objectives of the decree on Public Administration approved yesterday evening by the Council of Ministers. 

The provision establishes that the prevailing typical contract applied by the PA is that indefinitely and prescribes limiting forward contracts to temporary and exceptional situations. The Minister of Public Administration, Giampiero D'Alia, explained that temporary workers who have had contracts for at least three years in the last five they will be stabilized through “selective procedures” and guaranteed recruitment of all competition winners

In this way, a “structural solution is given to the issue of job insecurity in the Public Administration – assured Prime Minister Enrico Letta -. We have decided to standardize and reduce the forms of precarious employment and have started a process of partial insertion of precarious workers following a highly selective procedure, because the Constitution must absolutely be applied". 

In particular, “some barriers have been envisaged to prevent the repetition of shortcuts for recruitment in the PA without competition that were too used in the past, such as investee companies – added Letta -. The process envisages that, during the application phase of the legislative decree, the census of all the precarious workers in the PA takes place and is completed”.

Furthermore, the CDM has decided on a “further 20% cut in blue cars of all public administrations”, concluded the Prime Minister. He also reduced the consultancies.

Finally, the decree establishes  the Territorial Cohesion Agency, which will have the task of making the use of European funds more efficient. The Presidency of the Council will have to carry out coordination functions between the central and territorial administrations involved.
