The gap between the land registry values ​​and the actual market values ​​of the properties "may generate phenomena of unfairness". This was stated by the Bank of Italy in a hearing in the Senate. "This deviation - he explained - tends to favor the richest taxpayers".

A speedy revision "would have positive effects on the distribution plan", even if the completion of the various phases of the land registry revision process could take quite a long time ("recently estimated in the order of five years"). "It could however be appropriate - he continued - to find mechanisms that mitigate unjustified differences in treatment".
