Strong hardships throughout Italy for the electronic payments on the morning of Friday 15 April. Although the ATM and POS blackout lasted only half an hour - between 11.45 and 12.15 - it created great inconvenience for the population who found themselves in a matter of minutes long queues in front of banks, shops, pharmacies and supermarkets, with customers who could not pay for the shopping they had just made.

There have been several reports of malfunctions relating to Intesa Sanpaolo, Unidredit, Poste Italiane, Visa, Fineco and Mastercard cards for payment in shops (small and large retailers) by card, with the consequent problem of many customers who were unable to use their ATMs or their credit cards.

Fines for those who deny electronic payments

A disservice that falls just a few days after the government's decision to tighten up on tricky electronic payments, anticipating the penalties for those who don't accept them in the decree Pnrr. Since 2013, merchants and professionals have been obliged to accept payments via POS, but the fines for defaulters had to start only from 1 January 2023, as decided by Parliament with the first Pnrr decree of last December. With the text approved on Wednesday, however, the activation date was brought forward and the fines will start from next June 30th. The penalties will be 30 euros, plus 4% of the value of the rejected electronic payment. Furthermore, it will be mandatory to send the tax authorities the details of all transactions that took place digitally.
