Car, title certificate: the PRA goes digital. What changes for motorists?

The revolution in the world of cars starts today. From 5 October 2015, the PRA, a document issued by the Public Automobile Register, changes format and goes digital. This means that, when we buy a car, the ownership certificate will be kept in virtual mode in the ACI digital archive.

Certificate of Ownership, what changes?

The transition to digital implies some changes for motorists who, by purchasing the vehicle, will receive a receipt certifying the existence of the vehicle and a personalized access code which will be used to view the document on the Aci website (www.aci.it ).

The aim of this measure is to simplify the bureaucratic procedure and at the same time increase the degree of security. From today it will be impossible to lose the document, steal it, or alter it in order to implement a scam.

The change will not imply direct savings for car owners, except for the money to be spent in the event of a loss report and a request for a duplicate. According to PRA calculations, with digitization Italians will save 4,5 million overall, and 30 million sheets of paper will be eliminated, as well as tons of ink.  

We remind you that the Certificate of Ownership is needed for each registration of motor vehicles and motor vehicles and trailers over a certain weight. It is a necessary document above all for transfers of ownership, cancellations, for any legal annotations concerning the vehicle. 

Finally, it should be emphasized that this could be the first of many new features which will concern the automotive universe. The Italian Parliament is in fact studying the hypothesis and the ways in which to unify the PRA archive managed by the ACI and that of the DMV, in order to avoid "duplication" and annoyances. The constitutional affairs commission has already approved an amendment to the draft law as part of the reform of the public administration.
