Unioncamere Assembly: betting on young people as protagonists of a new development model

The meeting of the Presidents of the Italian Chambers of Commerce was held today in Rome. At the center of the debate
the contribution of young people to the economy and their future in Italy. After the president Ferruccio Dardanello the interventions of Enrico Giovannini, Minister of Labour, and Claudio De Vincenti, Undersecretary for Economic Development.

Over 242 billion euros equal to 17,2% of the total. This is the amount of added value produced by over 3,8 million young people employed in Italy. A significant part of the added value of young people comes from the 675 enterprises of under 35s, which increased by over 10% last year. And there are another 100 companies that could be set up by young people just waiting for an opportunity to get on the market.

These are the most significant figures that emerge from the specific focus created by Unioncamere and presented today on the occasion of the 137th Assembly of the Presidents of the Italian Chambers of Commerce.

"We must make young people the real protagonists of a new, compatible and sustainable development model", highlighted the president of Unioncamere, Ferruccio Dardanello. “There are many ways to go: simplify the apprenticeship reform, give a new impetus to employment services through a unitary direction at national level which involves the Chambers of Commerce, among others”. In his report Dardanello affirms how Italy needs a major investment plan to create employment and relaunch domestic demand, in which the State returns to play a leading strategic role and in which spaces are opened up for the private sector. In particular, Dardanello specifies that the Title V of the Constitution to give certainty on the division of responsibilities between the State, Regions and local bodies, implementing the principle of subsidiarity.

And it is precisely on Title V of the Constitution that he returns, in his speech, Enrico Giovannini, Minister of Labor and Social Policies. In his speech to the meeting, Giovannini specified that although the modification of title V is an important step, when it comes to labor reform, this shouldn't be radical, but rather hit the right buttons. In particular, Giovannini launches a new theme: the life in Italy. “We have to ask ourselves why so few businesses and young people from outside come to Italy. It would be nice if in 10 years we could re-launch a new theme: life in Italy”, said the minister who sees Expo 2015 in Milan as an opportunity to demonstrate that it is possible to do business in Italy. Lastly, Giovannini adds the need both to review the tax system, through the approval of the tax delegation in Parliament; and a significant intervention on the subject of employment services: it is necessary to build a structure that brings together all those who have information on the labor market.

At the conclusion of the assembly he intervened Claudius DeVincenti, Undersecretary for Economic Development who underlined, like Giovannini, the importance of identifying the right measures to compete with European companies. De Vincenti recalled how the government is working to make Italy grow through various measures including layoffs in derogation, energy efficiency and the payment of public debts towards businesses. Adding how the government itself is making an effort to relaunch aggregate demand and simplify the regulatory framework in order to unblock the difficulty of accessing credit for SMEs.
