Parliament is studying the possibility of introducing a universal dependent child allowance. With this new tool, the tax authorities would also support the self-employed and to incapable (i.e. workers who earn less than 8 euros a year and therefore do not pay Irpef). The measure is contained in the Lepri enabling bill, which the Senate Finance Committee resumed examining after several months.

The central problem to be solved is that of covers. The proposal adds 2 billion (4 when fully operational) to the 19 that are currently being spent on various family allowances, which would be reabsorbed by the new instrument.

The proxy specifies that the amount of the new allowance for dependent children would go to shrink over time: the most conspicuous support should last for the first three years, while between the third and 18th year the amount should decrease, to then be further limited between the 18 and 26 years of the child.

The text also provides for abolish other family allowances need link the new benefit to ISEE: up to 30 euros a year, the allowance would be the same for everyone, while it would be lower in the range between 30 and 50 euros. The thresholds, however, should be flexible, rising by 5 euros for each additional dependent child.
