Compact craftsmen in the urge the government to reopen the businesses. The Confartigianato wrote to Minister Patuanelli, the Cna even suggested 12 proposals, a sort of manifesto for recovery. In the letter from Confartigianato, the president Giorgio Merletti points out to the minister for economic development the need to allow micro and small businesses to reopen as soon as possible due to their reduced impact on the potential risk of contagion.

“We ask for it for those businesses – explains Merletti – where only the owner works, perhaps supported by his family collaborators, usually cohabiting. We ask this for small manufacturing companies which normally have employees and collaborators who reside in the same Municipality where the company is based or in neighboring Municipalities and who reach their workplace in a very large majority by private means. We ask this for companies in the construction sector, very largely artisan companies, which operate on construction sites where the distance between people is easily achievable".

The Cna has developed a sort of manifesto in 12 points, “strong and extraordinary measures to be taken immediately to prevent the engine of the economy from dying out, avoid the paralysis of entire supply chains and overcome the health and economic emergency caused by the coronavirus by protecting health, income levels and the productive fabric". Here they are:

1) credit without constraints. Zero rate, ten years, 100% guaranteed by the State for Business Craftsmen and Professionals. 

2) Reduction of bureaucratic pressure, with particular attention to taxation and labour.

3) Infrastructure development: immediately activate an exceptional and extraordinary infrastructural development and investment plan.

4) Suspension of all tax payments, social security contributions and local taxes up to June in installments over 6 months.

5) Labor cost. Reduction of the tax wedge and contribution on wages for the whole of 2020 and taxation.

6) Wage integration. Loans to contractual instruments for wage integration.

7) 1.000 Euro bonus. Delivery to self-employed workers, professionals and VAT numbers, for April, May and June. Non-repayable compensation.

8) Incentives for investments in safety and health surveillance.

9) Public Administration in the workplace: release of PA debts by May, payment in certain times.

10) Procurement Code: suspension of the procurement code for 2020-2021 and activation of emergency procedures.

11) Made in Italy and Export: actions and immediate intervention plan to support and enhance Made in Italy and Export.

12) Tourism and Commerce: actions and immediate intervention plan to support and enhance Tourism and Commerce.
