Keep theArticle 18 only for discriminatory (also prohibited by the Constitution and the Civil Code) and disciplinary dismissals, but "overcoming it" for economic ones. That is, to exclude upstream the possibility of reinstatement of workers fired by companies who would only be required to pay an indemnity. This is one of the news announced yesterday by the premier Matteo Renzi during the leadership of the Democratic Party convened to discuss the Job Act with the minority of the party.

The Prime Minister's proposal also includes other fundamental points: reduction of precarious contracts to favor those with increasing protections, 1,5 billion for the new ones social shock absorbers, a billion "covenant space" for the municipal investments, two billion labor cost cutting, Severance pay inserted from January 2015, XNUMX in payroll provided that there is a protocol between Abi, Confindustria and the government in the Stability law.  

The labor reform agenda has gotten in the way 130 votes in favor (86% of the votes), 20 against and 11 abstentions. The mediation attempted by the deputy secretary Lorenzo Guerini with some members of the Pd minority (including Roberto Speranza, Guglielmo Epifani and Cesare Damiano) to arrive at a common document failed. The openness on disciplinary dismissals, initially excluded as economic ones, was not considered sufficient.

Pierluigi Bersani he hit hard: "For those who say they are on the left, the defense of article 18 is a matter of principle". Even more explicit Massimo D'Alema: "The pure elimination of reintegration is not from a civilized country". But the real battle will take place in the Chambers and for this reason the Premier has expressed the wish to "vote everyone in the same way in Parliament".

Finally, Renzi launched a challenge the unions (until now never met for the Jobs Act) on three points: "A law of trade union representation, minimum wage, the link with second-level bargaining". It will be interesting to see if the unions will be able to find a common line that was lacking until yesterday.
