In fact, the changes to the Milleproroghe on which the vote will be taken this afternoon have passed confidence in the House with the slip to 1 September 2015 ° of the central purchasing bodies. Deadlines have also been extended tenders for the assignment of the gas distribution service. Also postponed (to 2016) the entry into force of thesecondary municipal tax and the deadline for the associated function of small municipalities is moved to December 31 of this year.

 These are the main amendments proposed by the Anci which have been implemented in the Milleproroghe decree. It is the same association of Municipalities to report it with satisfaction, recalling how the amnesty required for Municipalities that have not resolved on the Tari by 30 November 2014, which will be able to recover any differences in revenue in the following year and an extension of the times granted for the disposal of radioactive waste by the Municipalities.

The regulation on the unification of purchases and the management of contracts, in particular, had been at the center of Prime Minister Renzi's speech when, having recently taken office in Palazzo Chigi, he presented the slides with which he announced the reforms of the new government. However, no regulation would prevent Regions and Municipalities from making their purchases by passing through the large regional purchasing centers or through the Consip, the public company which has the task of agreeing prices and quality for public purchases and which has done it very well in recent years. So far the company headed by Dominic Casalino it managed to manage 38 billion in expenditure for the purchase of goods and services out of a total of 90 billion. And in 2014 it made it possible to make savings quantifiable at 8,4 billion euros, 18% more than in 2013. All money recovered to be invested for the benefit of the community, so much so that Consip's goal is to raise the bar of spending capped at 50 billion. Certainly, holding firm the deadlines for the reorganization of the contracting authorities would have helped to achieve the objective.
