Ania/insurance sector: hypothesis of understanding on the National Collective Labor Agreement for non-executive insurance personnel

On 7 March 2012, ANIA and Fiba/Cisl, Fisac/Cgil, Fna, Snfia and Uilca signed theHypothetical agreement for the renewal of the national collective labor agreement for non-executive employees of insurance companies. The new contract, which runs from 1 January 2010, will expire on 30 June 2013.
The agreement is the result, articulated and complex, of the mediation between the requests of the Oo.Ss. and the needs presented by the employer component.

The platform of the Oo.Ss. for the 2010/2012 period, it envisaged wage increases consistent with the recovery of the inflationary pressure for the same period, equal to 5,74%, in addition to other advances on the regulatory and economic level.
The needs of the employers' delegation can be summarized in a recovery of productivity and efficiency of the entire sector, through an increase in flexibility and more effective functioning of some essential services offered by insurance companies.

The proposals presented concerned two fronts: the review of the provisions relating to the contractual area, with the definition of non-core activities and their consequent outsourcing; secondly, the rules that revolve around the procedures for information and discussions with trade unions in cases of corporate restructuring have been changed, in order to identify those that can really lead to redundancies.
After a long and difficult negotiation, the trade unions, also following the results of the workers' assemblies, considered the conditions for dealing with changes in the organization of work to be completely inexistent and, in order to overcome the contractual obstacle, they opted for the renunciation of the platforms presented by the Parties and the exclusive focus on the renewal of the economic sphere only.

The shared decision therefore led to a salary increase for all employees equal to 6,25%, to which a change of 0,30% will be added starting from 1 July 2013, for a total increase of 131 euros gross per month. The economic increases will take effect from 1 January 2011.
On the other hand, no variation will concern the inflationary recovery for the years 2007-2010, if not thedisbursement of a one-off sum of 650 euros gross.

"Although Ania is aware of not having achieved all the objectives initially set in the employer platform - says Riccardo Verità, Director of Industrial Relations of the Association - expresses satisfaction with the conclusion of the National Collective Labor Agreement, having achieved a significant salary moderation and having placed the basis for the resolution, through a constructive discussion between the parties, of some particularly important issues for the challenges that our companies will have to face in the future".
