Alemanno and his army of 20 million euro consultants

In the last two years, the Campidoglio has opened its doors to 1.020 consultants, costing taxpayers over 20 million euros – all while the City Council was encountering a thousand difficulties in approving the budget (the last one got the go-ahead with 10 months late) and had no qualms about cutting social services.

The mayor of Rome, Gianni Alemanno, has a real passion for consultants. In the last two years alone he has hired 1.020: a bulimia of positions that cost taxpayers over 20 million euros. The newspaper "La Repubblica" writes it today, recalling that the administrative machinery of the Campidoglio also employs 19 employees, 6 officials and 280 managers. All while the City Council encounters a thousand difficulties in approving the budget (the last one got the go-ahead 10 months late) and has no qualms about cutting social services. 

The newspaper also underlines a series of sensational cases in the belly of Rome Capital. Above all the paradoxical one of the office responsible for "verifying the adequacy of the fees assigned to outsiders". The independent evaluation body, set up in 2010 by Alemanno and chaired by the director general of the Municipality, Liborio Iudicello, is led by two consultants (Livio Barnabò and Francesco Verbaro) to whom the Campidoglio assigns a fee of 40 thousand euros.

Then there is the strange story of Alexander Marco Andrew Sciarra, who in December 2010 obtained a fee of 49.959 to carry out the following task: "The study of the new institutional activities with which the Capitoline Assembly will be invested (by virtue of the implementation of the law for Rome Capital)". 

The Giunta Alemanno justified the direct assignment by extolling Sciarra's "uncommon skills". It is a pity that the super consultant, born in 1973, boasts the following curriculum: "Degree in communication sciences at Lumsa University, master's degree in geopolitics and global security at La Sapienza University and linguistic high school diploma with good knowledge of English and Spanish" . The consultancy was renewed in 2011 and 2012. The salary paid to Sciarra for the month of December 2012 alone was equal to 5.596,25 euros.

But it's not over. The Campidoglio paid 20 euros in 2010 and 40 in 2011 to Giancarlo Del Sole, who was included in the Technical Committee of the strategic plan for sustainable mobility. Members of public car park supervisory commissions, on the other hand, receive an average of 3 euros each from the Mobility and Transport department. And then again experts, architects, lawyers, researchers, surveyors, teachers, linguists, communication experts and financial strategies. The gallery is very long. The bill too.
