Agcom, Cardani: "Enough of the free Internet"

“The concept of absolutely free, which was good for a pioneering phase of the web, is no longer adequate”. He claims it Angelo Marcello Cardani, President of AGCOM, in an interview with Sole24Ore. “Highways have been built on which trucks of goods pass – he says Cardans – We forget that this commodity has a cost, just as the construction of these highways for them has a cost telco. What generates utility has a cost in its construction. This cost must be passed on to those who benefit from it."

“Then – continues the president AGCOM – on how to get to the payment or evaluate the redistribution of revenues from the use of the network with respect to who bears the costs, including publishers, I won't venture”. Turning to the agreement reached between Google and some European publishers, Cardans he judges this development as a step forward to overcome the long-standing opposition between publishers and Ott: "Agreements are always positive - he says - because they interrupt tense situations". “Hopefully publishers and Google will continue to talk to find solutions – he continues -. It is clear that this recently reached agreement cannot be considered the definitive solution to the dispute”.

Finally, Cardani does not agree with those who say that intellectual property is destined to always have a hand value: "Far on the contrary - he underlines - there are more activities that take place on the web and therefore also more rights claimed and to be claimed, and obviously more attention. Of course, legislation must evolve in response to changes. At European level, the European Commission has launched in its program a review of the European copyright law. It will be necessary to arrive soon to the implementation”.
