Abi: liberalizations ok, but no dirigisme

Hearing of the general manager Sabatini in the Senate in the Industry commission – Among the critical points are the rules on insurance and unfair terms.

Abi: liberalizations ok, but no dirigisme

Liberalizations ok, but no to dirigiste interventions. And the ABI suggests some corrections to the government decree, which is being examined by the Industry commission of Palazzo Madama.

The premise is that "the banking industry welcomes the interventions following the decree for the consolidation of public finance and in particular the decree on liberalisations". And yet for the ABI, “liberalizing cannot rhyme with intervening dirigistically to impose thresholds, set prices on an administrative basis, indicate peremptorily commission values or whatever. As experience in various fields demonstrates - says the general manager, Giovanni Sabatini, in front of the members of the Senate's Industry commission - every dirigiste intervention, which perhaps also aims at forms of free services incompatible with a market economy , ends up reducing and not increasing the welfare of the community, sometimes placing costs on the entire community, which are not collective." Immediately after he examined "the points of the article of the provision which in our opinion deserve the main comments".

vexatious clauses. "The article raises critical issues as, in introducing a further mechanism of protection against unfair terms, it risks duplicating interventions against the same cases, generating uncertainty in operators", explains Sabatini

Insurance related to real estate loans. Of course, clarity is needed on mortgage policies given that at the moment there are three rules (the Legislative Decree with 'transparency', Isvap with the prohibition and Legislative Decree 201/2011 with the definition of unfair commercial practice) and therefore "the boundaries of the three rules nor the applicable discipline in the hypothesis of their contextual operation".

Finger pointed, moreover, on the provisions on payments and Treasury, on the promotion of competition in the field of current accounts or basic payment accounts, the obligation to compare motor liability rates, rules on photovoltaic systems in agriculture
