A deal to «reduce tension» in Ukraine was reached on Thursday at the four-party summit in Geneva between representatives of Kiev itself, Russia, the United States and the European Union: this was announced by the Russian Foreign Minister, Serghei Lavrov, according to whom the agreement provides, inter alia the "dissolution of illegal armed groups" in all Ukrainian regions, the "handover" of occupied government buildings, the "clearing" of manned streets and squares and an "amnesty for all demonstrators", except for those who committed "serious crimes".

Moreover, Lavrov continued, it will have to be started a "national dialogue" in which all "groups" and all areas of the country are involved, and it will be up to the "Ukrainian parties" to take action to overcome the current crisis. Finally, a "leading mediation role" will be assigned to the OSCE, the Organization for Security and Cooperation in Europe. But the president of the United States, Barack Obama, remains sceptical, clarifying that the United States is ready to intervene with new sanctions if Moscow does not respect its commitments.
