Hydrogeological emergency: 600 million euros at risk

The alarm raised by the Association of Reclamation Consortia for the bureaucracy that blocks the tenders. Prime Minister Conte in Parliament has pledged to enforce the deadlines for public works. A plan for water reservoirs and a law on soil consumption are needed.

Hydrogeological emergency: 600 million euros at risk

"Rigorous compliance with the delivery times of the works but also the quality of the works, supplies and efficiency of the services". Giuseppe Conte said it when presenting his government to the Chambers. A strong commitment, undertaken in front of the country that he received yesterday un'energetic solicitation to act by the Cconsortiums for the protection of the territory and irrigation waters. Regional structures gathered in the ANBI who fear losing 600 million euros of European funds due to the bureaucracy of our house. Consortia are multifunctional bodies for territorial and environmental security and sustainability. They have started a collaboration with the Regions and the central government by presenting projects and intervention plans. Unfortunately they are stopped. Yet – responsibility shared with the government – they will have to report the spending of the money allocated by 2023.

There is a river of money allocated dto the European Union which we risk having to return Why
the opening of construction sites for the construction of works, whose projects are executive and definitive, it is blocked by tethers burocratic. So expressed Francesco Vincenzi, President of ANBI. The technical times necessary to carry out the works are established by the EU and it will be difficult to explain why 300 million euros earmarked for interventions for irrigation and landscaping and another 300 for the same objectives are not spent. There are no calls for tenders, with dozens of practices to complete. In short, statements that mimic the prime minister's commitment (it is legitimate not to doubt prejudicially) on strict compliance with the deadlines for public works.

The scenario for soliciting Prime Minister Conte was a conference in Turin as part of the "Acqua Tour 2018" organized by the Consortia together with CGIL, CISL, UIL. For now, the Ministry of Infrastructure still has little to do with it, but the planned interventions are linked to two structural elements of our country: the chronic Italian hydrogeological emergency and the quality of food products. ANBI deals with both of these sectors. The regional basins are full of water but retain only 11% of the rainfall. Why don't we start with a National Invasi Plan? Dalla availabilityà di water  it depends 84% del made in Italy agri-foodthan in macroeconomic figures mean 40 billion in exports e over 3 million employed. A need felt in every Region, which will certainly arrive on the table of the Ministry of Infrastructure. For hydrogeological protection – explains Massimo Gargano, Director General of ANBI – it is instead urgent to approve a national law against excessive soil consumption. This too, an ancient scourge that according to Istat robs the community of 35 hectares a day for artificial roofing. In the previous legislature a provision had been approved in the Chamber, but then it was not successful. In the new legislature, 5 M5S deputies filed their own bill intended to certify the real will of the government to take action. Much better without receiving solicitations.
