Those who do not have television have the right not to pay Rai license fee by sending the substitute declaration of non-detention to the Revenue Agency, available on the website of the entity led by Ernesto Maria Ruffini, by 31 January 2018.

RAI FEE 2018: WHO AND WHEN YOU PAY
As known, the Rai license fee is paid by debiting the electricity bill. The 2016 Stability Law established that the heavy tax must be paid in 10 installments, included in the bill, from January to October, for a total of 90 euros.
Whoever owns “a device able or adaptable to receive television broadcasts” is required to pay. Translated into simple words, whoever has a TV in the house must pay even if he never watches Rai programmes, if he only uses the device as a monitor, etc.
Obviously, only one fee has to be paid even if there are several TV sets in the house. We remember that the payment is due only and exclusively for the first home and not on the second or other properties.
RAI FEE: THE EXEMPTION
According to the provisions of the 2016 Stability Law, TV detention is “presumed” if there is an electric utility. That is to say: if there is light in the building where a subject has registered residence, the Revenue Agency assumes that the same subject also has a TV and therefore requests payment of the Fee.
If this is not the case, you can request an exemption from paying the fee. As explained by the Revenue Agency: "Taxpayers owning an electricity user for residential domestic use, to avoid being charged the TV fee on the bill, can declare that in none of the homes where the electric utility in their name is activated there is a TV set, both their own and that of a member of their registered family, by presenting the self-declaration with the appropriate form”.
They can apply for the waiver too citizens who have reached the age of 75, with an annual income not exceeding 6.713 euros.
Finally, due to international conventions, the following are exempt from paying the Rai license fee:
- diplomatic agents,
- consular officials or employees,
- officials of international organizations,
- military personnel of non-Italian citizenship or non-Italian resident civilian personnel of non-Italian citizenship belonging to the NATO forces stationed in Italy,
RAI FEE: HOW TO SUBMIT THE REPLACEMENT DECLARATION
The self-declaration model is available for both on the website of the Revenue Agency than on that of Rai.
Every taxpayer can send it directly, via a web application available on the Revenue website, using the Fisconline or Entratel credentials issued by the Agency.
Not only that: you can also request the help of qualified intermediaries (Cafés and professionals) for electronic submission.
