In 2020, nearly three billion hours were authorized layoffs between the ordinary one and the one in derogation, but only 40% have been used. INPS writes it in the pre-social report on 2020, specifying that the data does not take into account the hours authorized by the Solidarity Funds.

Overall, 1,98 billion hours of ordinary layoffs and almost 981 million hours of exceptional layoffs were authorized: use stopped at 700 million and 494 million hours respectively (35 and 50%) .

The much lower use of the Cig than expected affected the overall figure of the outgoings for institutional services, which stood at 360 billion euros, an increase of 29 billion compared to 2019, but still approximately 11 billion lower (-3,2%) compared to the 371 billion estimated in last October's forecasts.

In a specular way, in 2020 INPS recorded a contribution revenue equal to 225,5 billion euros, about 11 billion less than the revenue of 236 billion in 2019, but more than four billion more (+1,9%) than the autumn forecasts.

Last year i transfers from general taxation they amounted to 143 billion euros, an increase of 19 billion compared to 2019 and a decrease of 6,7 billion compared to the October estimates.

The expense for the delivery of Citizenship income and pension in 2020 it stood at 7,2 billion, with a slight increase, of around 50 million euro, compared to forecasts.

The expense for the unemployment however, it remains substantially unchanged compared to estimates, at 13 billion euros.

Disbursements for maternity and birth rate recorded a decrease of approximately 551 million euros, mainly due to lower expenses for nursery fees, which were replaced by extraordinary interventions envisaged by the legislation for the Covid-19 emergency and a decrease in childbirth allowances.

Estimates on income support benefits linked to Covid and charged to general taxation amount to 21 billion euros, 8 billion lower than those estimated in October. Among these, disbursements in favor of self-employed workers or workers with atypical employment relationships or particular categories, the so-called Bonus, amount to 6,8 billion euros with a drop of 1,2 billion euros compared to forecasts.

As regards the checks paid by Solidarity funds, including the Wage Integration Fund, the costs amount to 1,5 billion euros, less than the estimated amount of about 1,3 billion euros.

With regard to the re-assessment of residual assets and liabilities existing as at 31 December 2019, "it should be noted that of the 13 billion euros of decreasing residual assets, approximately 12 billion euros are attributable to the cancellation of the folders up to one thousand euros, envisaged by the regulations in matter of 2018. As a consequence of this, the potential contribution revenue is reduced with a possible loss of the right to pension benefits".
