The Meloni government had announced in May the stop to the basic income replacing it with the inclusion allowance from 1 January 2024. The INPS has provided instructions through the circular no. 61 of 12 July to identify who would be affected by this outage. Citizenship income it will also no longer be available to young people between the ages of 18 and 29 who dropped out of school before the age of 16 and have not completed compulsory schooling. To be eligible for the subsidy, these young people will have to be involved in retraining courses or enroll in adult schools.

There are, however, some categories of people who will still receive the subsidy. Let's see what they are.

Who will still be able to receive the Rdc

Until 31 December 2023, the basic income will be maintained by people under certain conditions. In particular, people with medium or severe disabilities and non-self-sufficiency, minors and people aged sixty or over, including those receiving the Citizen's pension, will continue to receive the allowance until the end of the year. For these categories, the duration of the performance will continue as established by decree 4/2019. However, for all the cases mentioned above, the provision of the basic income cannot continue beyond December 31, 2023.

After that date, starting from 1 January 2024, the repeal of articles 1 to 13 of decree law no. 4/2019, as envisaged by article 1, paragraph 318, of the 2023 Budget law, will result in the elimination of the basic income. Therefore, to maintain the basic income until the end of the year or apply for renewal and receive the subsidy until December 31, 2023, you will have to abide by new rules.

The new rules to respect

Le new rules concerning the citizen's income provide that whoever requests it must declare the immediate availability at work or at a training course, unless you fall into the categories of students, over 65s, employed people, caregivers or people with disabilities. The most recent budget law has made it compulsory to follow a training course, otherwise the right to income will be lost.

La second rule it concerns job offers: if a person refuses even a single offer considered congruous, the subsidy is revoked. Until 2022 there were two offers, initially there were three.

A job offer is considered reasonable if it respects the experience and skills acquired, is located within 80 km of the residence (or can be reached in a maximum of 100 minutes by public transport), and offers a salary at least 10% higher than the maximum citizen's income benefit for a single person, including the income integration component for households living in rented accommodation.

From January 1, everything changes

Il Citizenship income will continue so for some families at least until December when it will cease to exist.

From 1 January 2024will be introducedInclusion check as a measure to combat poverty, frailty and social exclusion, replacing the Citizenship Income. L'Inclusion check will be aimed at families with disabled members, minors or over 60s and can reach up to 500 euros per month (630 euros if the family includes people over 67 or with severe disabilities), with the addition of 280 euros per month for families living for rent. The measure will be provided for 18 months and can be renewed, after a one-month stop, for a further 12 months. To access the inclusion allowance, beneficiaries must have been resident in Italy for at least five years and have an ISEE not exceeding 9.360 euros. It will be necessary to register with the information system for social and work inclusion (Siisl), and controls on beneficiaries will be tightened.

The Inclusion Allowance may be revoked if you refuse even just one job offer lasting more than one month and with a salary in line with the contractual minimums. The constraint for temporary jobs of less than 12 months will be that the workplace is not more than 80 kilometers away from the beneficiary's home, while for permanent job offers, they can come from any part of Italy.

For adults aged between 18 and 59 who are able to work, singles or couples, an allowance of 350 euros is envisaged, but only if they participate in training courses, other active policy measures, civil service or socially useful work. This mini-check can be requested from 2023 September XNUMX e cannot be received for more than one year.
