More coming soon bad news for those who take the Basic income. After i 160 thousand text messages to inform families of the suspension of their income, INPS will send another 80 text messages between August and September. The Corriere della Sera reports it. The estimate is not official and it is hoped that this time the terms are clearer given that the first text messages created confusion and unleashed political tensions for the cancellation of one of the measures most opposed by the center-right government and strongly supported by the 5 Star Movement.
To exasperate the spirits of the "excluded" from the social shock absorber, who crowded in front of the Municipalities and INPS offices, is that not only the 160 recipients of the SMS in July - which started automatically with the last disbursement - risk losing the single allowance, but some of these actually met the requirements to continue to enjoy the measure, and therefore should not have been suspended. They are all those citizens who have been taken care of by the Social Services of the Municipalities in the last month. The communications between the Municipalities, the Ministry of Labor and the INPS are out of phase, and the latest data on the taking over by the Cities, which concern 88 households, excluded in time from communications, are still at the beginning of July. A error which will be correct, but which has further whipped up discomfort and anger by throwing an assist to the opposition.
In the meantime, the INPS has released a note dictated by a "spirit of service, closeness and transparency", to reiterate what are the new measures that will partially replace the RDC, how they work and who is responsible for them.
Citizenship income: the INPS note
Suspended beneficiaries, but who cannot be activated for work even if they do not have fragile subjects in the family nucleus, should receive a communication from the Social Services of the Municipalities by the end of October at the latest. For these, the income will continue to be disbursed until the end of the year, when will replaced dto the Inclusion Allowance. All the others, on the other hand, will be diverted to the employment centers to start a job training course, which will entitle them to 350 euro monthly for its entire duration, with a maximum of 12 months based on how long the training and job placement initiatives last. The Institute also clarifies that the Training and employment support it is individual, and several people in a family will also be able to receive it.
THEInclusion check, on the other hand, will start from January 2024 and will concern families of non-employable people (households with at least one minor, an over 60 or a person with disabilities). The same families who, in any case, will be entitled to citizenship income until December 2023. Or rather, not quite the same, given that the criteria will be more stringent.
Rcd expiring: how not to lose the single check
Those same 160 families "excluded" from the RDC risk finding each other again without the Single Check for the children. The INPS clarifies this with a message, recalling that the Budget law for 2023 and the May decree (48/2023), which establish that "the current official payment of the single and universal check will also cease ( Auu) on Citizenship Income ", and which therefore will have to be done a separate questionotherwise the money will run out. Those for whom the measure expires after seven months (i.e. those without minors, but with low Isee and children up to 21 engaged in studies) will have to apply by July. "The households entitled to the benefit of the Single and Universal Allowance even after the expiry of the seven months of the Citizenship Income, - reads the note -, will have to submit an independent application for the recognition of the same allowance by the last day of the month of competence of the Citizenship Income. The Auu application must also be presented in the event of suspension of the citizenship income provided for by article 13, paragraph 5, of decree-law n. 48/2023, pending the possible communication of the taking charge of subjects who cannot be activated for work by the deadline of 31 October 2023".
