Campania leads the way in investments for water supply security: Agici analysis

With 251,2 million, Campania is the Italian region with the greatest investments envisaged by the Pnrr for the security of water supply. La Campania in the front row for the securing the water system. Thanks to the investments of the PNRR, the Region will, in fact, receive the sum of 251,2 million of euros (the highest among all Italian regions) to improve the security of water supply.

He illustrated it today Alessandra Garzarella, Director ofOSWI Water Observatory di act, a research and consultancy company specialized in the utilities, renewables, infrastructure and energy efficiency sector, on the second day of the event "The commitment of the Integrated Water Service in the time of climate change”, organized by Servizi a Rete in collaboration with Gori in Ercolano.

During the speech entitled “The role of the PNRR for a digitalised and resilient water sector“, the main results of the OSWI report, with a special focus on the investments envisaged by the National Recovery and Resilience Plan for modernize the Integrated Water System.

The need to intervene on the water system

The need for interventions in the water system is supported by data showing a high water stress by 24% and one average water severity which affects 50% of the territory. These factors add up to one loss of 42% of water and the highest annual withdrawal in Europe, which amounts to 40 billion cubic metres.

The importance of the Pnrr

Il Pnrr takes on a fundamental role in this context, since stimulates investments to improve the efficiency of the water system. As observed by the Director of the Observatory, the Pnrr provides financing of 4,38 billion euros, assigned to mission M2 – “Green revolution and ecological transition” and intended for Component C4 – “Protection of the territory and water resources”.

The funds are divided into different investment lines, including the security of water supply with funding of 2 billion euros and 124 projects, the reduction of losses and the digitalisation of networks with 900 million euros and 33 projects, and interventions in the purification of the sewage system with 600 million of euros and 176 projects.

Campania region with the greatest investments

The investigation examines the geographical distribution of funding for different investment lines. As for the security of water supply, Campania will receive the largest investment, with 251,2 million euros allocated to three projects, followed by Emilia Romagna (250,7 million for thirteen projects) and Sicily (239,6 million for ten projects).

For the reduction of water losses 70,7 million euros are expected while as regards the investment line (M2C4 – I4.4) focused on sewerage and purification works, Campania is positioned as the third region with the highest expected financing, after Lombardy (65,5 million) and Sicily (61,6 million).

The speech, entitled "The role of the PNRR for a digitalised and resilient water sector" was an opportunity to present the main results emerging from the OSWI Report, with a particular focus on the investments envisaged by the National Recovery and Resilience Plan for modernization of the Integrated Water System.

The need to intervene on the water system is demonstrated by the data that outline the reference context, which report a water stress of 24% and an average water severity for 50% of the territory. Elements that add up to a water loss of 42% and the highest amount of water withdrawals in all of Europe with 40 billion m3/year.

In this context, the role of the PNRR emerges as central in giving a boost to investments to lead to greater efficiency of the system. As Garzarella underlines, in fact, the PNRR provides for an allocation of 4,38 billion euros, included in mission M2 - "Green revolution and ecological transition" and referring to Component C4 - "Protection of the territory and water resources", in turn divided into different investment lines. Among these, the one that provides for a greater allocation of resources concerns the security of water supply (2 billion euros and 124 projects to be financed), followed by the reduction of losses and the digitalisation of networks (900 million and 33 projects) and by interventions in the purification of the sewage system (600 million and 176 projects).

The investigation also explores the territorial distribution of allocations for the different investment lines. As regards the security of water supply, Campania emerges as the region with the most investments planned - 251,2 million euros for three projects launched - followed by Emilia Romagna (250,7 with thirteen projects) and Sicily (239,6 and ten projects).

Furthermore, the resources foreseen for the reduction of water losses amount to 70,7 million euros (line M2C4 – 14.2).

Finally, as regards the M2C4 - I4.4 investment line, dedicated to sewerage and purification works, Campania is the third region in terms of resources foreseen: in first place is Lombardy (65,5 million), followed by Sicily ( 61,6).
