80 euros, extend them also to interns

Among the so-called incompetents, those with incomes within the so-called "no tax area" (8 thousand euros gross per year) there are also many interns and trainees who receive very low average reimbursement of expenses - Even them, who already benefit from the cancellation of the Irpef quota, it is possible to extend Renzi's "fourteenth salary": that's why.

During the press conference to present the Def, Prime Minister Matteo Renzi reassured that a solution will be sought to liquidate the now well-known 80 euros per month for those who earn up to 1500 euros net per month even to the "incompetent".

It has recently been noted that this provision would have some distorting effects, as those who receive, as employees, wages below 8000 euros gross per year, could not benefit from the increase in deductions. Income within the so-called "no tax area", in fact, already benefit from deductions which cancel out the effect of the lowest Irpef rate, that of 23%. Therefore increasing the deductions for the incompetent is not possible as there is no differential between the rate and the deduction on which to operate in order to give back some purchasing power to an audience which, in fact, receives a starvation salary.

The government is currently trying to find a solution to put the famous 80 euros, or fourteenth month, in the pocket of even the incompetent. This can lead to coverage problems, since the number of beneficiaries would rise from 10 to 14 million.

Among the so-called incompetents "sit" also many trainees who receive reimbursements on average very low. Not to mention the many abusive interns still exploited today without any social security protection but who are employed in all respects. According to the consolidated income tax law (TUIR, article 50 paragraph 1, letter c), they are in fact to be considered comparable to income from employment: "the sums paid by anyone as a scholarship or grant, prize or subsidy for study or professional training purposes, if the beneficiary is not bound by an employment relationship with the lender".

It would therefore be a welcome signal of attention for the many young people looking for a professional path, if the Government were able - after identifying the coverage and the mechanism to liquidate the amounts - to protect this category as well. It is foreseeable that the cost would not be exorbitant.
