Newborn bonus 2025 of 1.000 euros, INPS instructions arrive: here are the requirements and how to apply

From today, April 17, it is possible to apply for the Newborn bonus: a contribution of 1.000 euros for each child born or adopted from 1 January 2025. The Institute has clarified requirements and methods, while we now await the opening of the online service for sending the questions.

Who is entitled to the newborn bonus?

The newborn bonus is intended a all families, Italian or foreign, which satisfy specific requirements. First of all, the requesting parent must be Italian citizen, belonging to a European Union country or a non-EU citizen with residence permit valid in Italy. Furthermore, the requesting parent must reside in Italy at the time of the child's birth, adoption or foster care.

There are no age limits for parents, but it is essential that the request is presented by the parent who has the tax liability of the minor. Furthermore, it is important to underline that the request can also be sent by the non-cohabiting parent, provided that he or she is the only one to submit the request and that there is no possibility that both can submit the request for the same child.

The bonus is also applicable to those who welcome a child through theadoption international or through pre-adoptive placement, provided that the child is a minor at the time of adoption or placement.

What are the financial requirements?

One of the key aspects to be able to benefit from the bonus concerns the requirement of income. In particular, theIsee — the indicator that photographs the economic condition of the family unit — must not exceed 40 thousand euros per year.

For this reason, when applying it is necessary to present an updated and valid ISEE, so as to allow INPS to verify compliance with this requirement.

It should also be noted that if the family already receives theSingle universal check, the amount received is not counted in the calculation of the ISEE for the purposes of the bonus.

Baby Bonus: How to Apply

There are several mode for submit the application:

  1. INPS web portal: Log in with your digital identity (Spid, Cie, Cns, or eIDAS).
  2. Inps mobile app: A dedicated function allows you to send the application directly from your smartphone.
  3. Multichannel Contact Center: Call the toll-free number 803.164 or the paid number 06 164.164.
  4. Patronages: If you prefer to be assisted, you can contact a patronage institute.

To submit the application correctly, it will be necessary to have the updated ISEE for minors and the child's data, including the birth certificate or, in the case of adoption, the adoption order. The application must be submitted within 60 days from the date of the event (birth, adoption or foster care), therefore it is important to respect this deadline in order not to lose the right to the bonus.

Payment options

Once the application is approved, the payment of the bonus will take place via credit to bank account (IBAN) or, alternatively, via direct bank transfer. INPS will allow you to choose an existing IBAN or enter a new one. If the payment is made to a foreign IBAN (Sepa zone), you will need to provide a financial identification form.

Some important details to know about the newborn bonus

INPS will proceed with the payment of the bonus following thechronological order of questions that meet all the requirements. The amount of 1.000 euros will be paid directly into the beneficiary's current account or, if chosen, by direct debit.

An important aspect to keep in mind is that the birth bonus it does not contribute to the formation of income of the beneficiary, which means that the amount received will not affect the overall income and will not have any effect on the taxes to be paid.

What happens if resources run out?

For the year 2025, they have been allocated 330 million euros for the birth bonus, with an expected increase to 360 million euros starting in 2026. It will be the task of INPS to monitor the progress of the applications and verify month after month how many resources are actually used. The results of this monitoring will be communicated regularly to the Ministry of Labor and the Ministry of Economy.

In the case of the available funds risk not being sufficient, or if it is expected that the requests will exceed the established budget, the Government may decide to modify - with a specific decree - the amount of the bonus or the ISEE limit requested, in order to guarantee a fair distribution of the resources.
