Il bills decree is now law. After the approval of the House, also the Senate gave the final go-ahead to the conversion bill, with 99 votes in favor, 62 against and one abstention. The measure, which had to be converted by April 29, was approved without changes to the text already approved by Montecitorio on April 16.

This is a package of measures from total value of approximately 3 billion euro.

200 Euro Bill Bonus

Among the main measures, one stands out 200 euro bill bonus intended for families with an ISEE of up to 25 thousand euros. The amount can reach up to 500 euros for those who are already included in the group of beneficiaries of the social bonus (families with an ISEE under 9.530 euros). According to Arera estimates, there will be approximately 5,5 million certain beneficiaries, but based on income criteria the group could extend up to 8 million families, for a total disbursement of approximately 1,6 billion euros.

Users who want to receive the bonus must present a Isee valid, and INPS will draw up the list of beneficiaries. Starting from June 2025, energy operators will be obliged to provide the discount, while those who already receive the social bonus have started to benefit from the additional aid since April.

Gradual protections for vulnerable citizens

The decree also provides protection measures for vulnerable customers, who will be able to remain in the protected energy market even after March 31, 2027, when they were supposed to switch to the free market. Among these are the seniors over 75 years old, people with disability, who uses high energy consumption medical equipment,  residents in the smaller non-interconnected islands, and who lives in structures emergency due to natural disasters. Furthermore, for condominium debts under 5.000 euros, it will not be possible to seize the properties or block real estate foreclosures.

The decree also introduces important innovations on the front of appliance bonusesGoodbye Click Day: to take advantage of the benefit, one will now be sufficient direct discount on invoice. This bonus, provided for the purchase of household appliances of all energy classes manufactured in the European Union, is worth 30% of the cost of the product, with a maximum ceiling of 100 euros. The amount increases to 200 euros for those with an ISEE below 25 thousand euros. To obtain the bonus it will be necessary it is necessary to scrap the old appliance. Merchants who apply the discount will then be reimbursed by the State through the PagoPA system.

With regard to boilers, will continue to be facilitated only if inserted in hybrid systems, i.e. systems that foresee their use in combination with a heat pump. The amendments that aimed to extend the incentives to traditional boilers were withdrawn before the vote of confidence.

Company cars: no new tax (for now)

Stop the new taxation for company cars ordered by December 31, 2024 and granted for mixed use in the first half of 2025. The tax reform initially planned would have increased taxation for petrol and diesel cars and reduced that for hybrid and electric cars. However, the decree establishes that all cars ordered by December 31, 2024 will be excluded from the new tax regime, provided that they are granted to employees by June 30, 2025. Once these limits are exceeded, the new taxes will apply.

Tax relief for businesses and cuts to energy costs

The decree provides the elimination of the Asos component, i.e. system charges, for six months, for non-domestic customers with low voltage supply and available power greater than 16,5 kW. In addition, 600 million euros are allocated to the Energy Transition Fund in the industrial sector, thanks to the use of part of the proceeds from the auctions of CO₂ emission quotas. This intervention, added to the reimbursements provided by the EU Commission, could generate an estimated benefit of around 800 million euros.

Finally, the legislation on the remuneration of energy produced from renewable sources, which will be uncoupled from electricity market prices. The goal is to prevent clean energy producers from being subjected to excessive variations linked to price trends.
